Then this is intentional :) 

Password-protected user accounts are subject to the security of the lock
screen. The system has no way of knowing that you trust the people in your
household enough to want to bypass user account passwords when switching users.

If you really have that much trust, a better solution might be to use
passwordless accounts, but set a disk password to secure the entire system
outside of individual account passwords.
