The inconsistency is that snapping to the bottom (in my case a desktop panel) includes the window border (still visible when snapped). On a dual screen setup, the snapping to the right side of the left screen suddenly snaps _including_ the window border (visible after snap), and snapping to the bottom of the second screen (no panel) suddenly does not include the window border (border not visible when snapped).
