Rationale:
I have a setup of three separate widgets next to each other in my panel. The
aim is to reproduce a "classic" system monitor: one line chart for CPU load,
one for memory use, one for disk I/O. So when I move my mouse over the widgets
and click on them to open their respective details, sometimes the tooltip with
the applet's title gets in the way. And since they are colour-coded, I don't
need to be reminded of what they show anyway.

So I emptied the Title string, but then the tooltip shows a default string.
What is your opinion on not showing the tooltip at all if the title is set
empty?
