I'm seeing this problem as well. Folders in the folder pane without any
subfolders flicker like they have subfolders. When this occurs, the flickering
does not stop.
I had this problem under Fedora 32, and still have this problem under Fedora 33
on two different laptops.

- It occurs both on my ext4 home folder, and my ntfs data partition. However,
it is more prominent on the ntfs partition, and is eating significant cpu time
when the flickering is visible (both Dolphin 9% and mount.ntfs 8% (total=100%))

- Completely empty folders do not seem to be affected (no flickering visible).

- Newly create folders, created within the Dolphin window, do not seem to be
affected either, even when new files are copied in (or a copy of flickering
folder) A new Dolphin windows shows again the flickering.

- The folders do not flicker synchronously.
