In my system settings and in the settings, the dolphin installed the Russian language and also I have a package: pacman -Q qt5-translations qt5-translations 5.15.2-1 After your answer, I began to think that the problem is in some not installed packages. In my system in many KDE applications, half in Russian, half in English.
