I think Present Windows effect should activate even if there are no open
windows, just like Desktop Grid effect for one virtual desktop or Activity
overview in GNOME:
* when there are no open windows and when all open windows are minimized,
visually the desktop looks almost the same (especially if the taskbar is
hidden), so pressing a shortcut to activate Present Windows effect when there
are no open windows leads me to believe that I pressed the wrong shortcut; this
behavior takes some getting used to
* uniform behavior
* easy switching from GNOME to KDE (and vice versa)
