It doesn't always happen, but it happens > most of the time for both me and a friend. Thanks, it is as simple to reproduce as it sounds, and I do reproduce it. It does not always happen, it is sporadic indeed. One detail I noticed while experiencing the issue: while hovering the panel the cursor blinks for the arrow cursor to the resize panel cursor.
