They used to be separate (well kind of; Kickoff used to have a hardcoded list
that you couldn't modify) but people wanted them to use the same plugins.
Going back would be a regression for most people. I suppose in theory we could
make a UI that lets you choose whether to share plugins for both, or apply
separate sets of plugins for each one. Kinda seems like overkill to me, but I
dunno, maybe. :)
