This is still present in Plasma 5.21.90. But now the whole shell loads up
instead of splash screen quitting into a black screen and then loading up the
shell (like seen in the video from Comment 4). I have ForceCompositionPipeline
enabled (not the ForceFullCompositionPipeline one) and disabled "Sync to
VBlank" and "Allow Flipping" in NVIDIA Control Panel.
