This is about the same dysfunctional behavior I've fought with for years. 
Still on plasma 5.19/arch currently, where hotplugging my laptop TB dock or
displays will cause kde to usually (horribly) move around my displays in the
wrong order from last time, never save refresh rates, and cause my 3rd display
to cause windows to disappear when moving them at all.  Only way to get the
window to reappear is too maximize from my task bar, which it does to the wrong
screen then, and not move, but rather stretch/resize over to the 3rd display,
careful not to "move" it again.  It pretty much makes the 3rd display unusable
at that point.

Not to mention usually resizing all my windows to horizontally to a few dozen
pixels wide only (on a 4k display), which is super annoying.  Only way to *fix*
it I've found is to move the primary display to my 3rd window, which normally I
keep on the 2nd in the middle, so rather annoying as a whole.

Describing it is really hard, and making a video of it happening on 3x 4k
displays is hard too with everything microscopic.  Also weird, when it goes
stupid like this, I usually can't even do a screen shot on that window with
flameshot or other, it simply omits half that 3rd screen from focus.

It's almost like KDE thinks the windows are overlapped somehow and confuses the
heck out of it.  Really wacky, inexplicable behavior, but seeing this ticket
alone is ~6 years old, somewhat used to weird display anomalies in kde.
