I just figured out the issue, it's not a bug but rather me screwing something
up. I had set a window rule to make the Download New Plasma Widgets window
always appear larger, but that actually affected all of the popup windows made
by Latte Dock. I guess since certain popups couldn't be resized, they would
just appear to be moved.
