To make it reproducible, one probably need to hide some icons from systray
also.
In my case, following was enough in
.config/plasma-org.kde.plasma.desktop-appletsrc:
hiddenItems=org.kde.plasma.volume,org.kde.plasma.networkmanagement,org.kde.plasma.clipboard
