If you rearrange panel app icons enough times with touch, it stops working.
I didn't manage to find out how to reproduce it. In one of my tests it even
happens immediately after login.
Sometimes opening an application pinned to the panel allows you to drag apps
again, but while this does occur with certain reliability, it's not 100%.
