Nothing stands out to me as an obvious culprit, but maybe the (power)devil's in the details. I was able to reproduce this issue without rebooting (I was starting the session from the terminal and using "log off" each time). It seemed to happen with a 90% rate under these circumstances. My upowerd PID was not changing between sessions, so we can rule out a race against upowerd's startup. (Yes, my laptop is on battery power; detecting no AC power is expected.)
