SUMMARY
If gstreamer is not installed, system settings video previews fail to load with
no notification to the user of the issue or alternative option to view the
preview.
STEPS TO REPRODUCE
1. Install KDE Neon (ships without GStreamer)
2. Open any video preview in system settings (example: Desktop Effects)
OBSERVED RESULT
Blank Screen
EXPECTED RESULT
1. User visible error message / warning that gstreamer is not installed
2. Option to open preview in web browser
