The entry disappears when you turn it off because that's the default value;
this is standard behavior for config files across all KDE software. I wonder if
Kubuntu uses true as its own default such that having no value in the config
file falls back to true and gives you offline updates again.
Can you try adding
[Software]
UseOfflineUpdates=false
to your config file and see if that works?
