Gotcha! I think that now I know how to reproduce the bug:
If there are any plasma desktop notification to show up just at the system
start up, latte wont start up.
This is my latte layout with the notification that caused the bug:

(latte only started up because I killed it and re-launched).
STEPS TO REPRODUCE
1. Set up to auto start up latte in plasma desktop
2. Start up the desktop
3. If there are any plasma notifications to show just at the start up, latte
wont start up until killed and re-launched.
