Can reproduce by dragging a desktop widget with touch and then tapping an
empty area of the wallpaper to hide the resize handles. The next time I
press-and-hold-and-drag, it will fail. I need to "de-focus" it or something by
touching the wallpaper a few times and then it will work again.
