Telegram maintainers say the fixing Snap issue is controversial upstream and is
unlikely to ever be fixed there, so it's effectively our fault for not
enforcing that Plasma/the System Tray has to be fully up before apps with tray
icons are restored.

Perhaps we need to do this in plasmashell, now that we have the ability to
control what launches when and which things depend on other things. We can
enforce that auto-started apps depend on plasmashell being fully launched.

Here are the relevant upstream bugs we can reference for the code to implement
this workaround:
