I can confirm this for the 5.0.0-beta1 and the 5.0.0-prealpha (git 2ce5348f1c)
.zip packages on Windows 10.
The Linux appimages do not have this problem.
The problem also affects animation Rendering.
The Recorder docker Export window will not accept the ffmpeg.exe file.
The animation Render window will accept the ffmpeg.exe location but it does not
remember it the next time you try to Render, even in the same session.
The kritarc paramater ExportConfiguration-ANIMATION EXPORT does have the
correct location for ffmpeg.exe after previous use of 4.4.7 for Rendering.
The kritarc parameter ffmpegLocation is empty.
