Tooltip on a wrong screen
SUMMARY
Connected second monitor on the right of my main one, opened IntelliJ on the
left, notification popped up in the lower right corner; I hovered mouse, and a
second later a tooltip showed up on the right monitor.
STEPS TO REPRODUCE
1. Connect two monitors.
2. Locate something that has a tooltip on the right side of the left monitor.
3. Hover a mouse over it, to cause a tooltip to show up.
OBSERVED RESULT
Tooltip shows up on a different nomitor.
EXPECTED RESULT
Tooltip should not cross minotors' boundaries if its associated item/window fit
entirely on one monitor.
