I'm not sure this is a bug in the KCM. Your `locale` output shows that LC_TIME
is being set to what you specified. And LC_ALL being unset is not a problem--in
fact yo don't want it set, because it would override your cusrom LC_TIME value.
If apps aren't responding properly, those are bugs in apps. If running `locale`
causes an error, it would be caused by incomplete locale support installed on
your machine.
