SUMMARY
I've set my panel to auto-hide.
While ordering/moving a taskbar entry the panel suddenly hides and thus the
selected entry ends up as shortcut on the desktop.

If it helps: this new with 5.23, didn't happen before.

STEPS TO REPRODUCE
1. set Panel to "auto-hide" and Task Manager to "order manually"
2. left click, hold and move a taskbar entry
3. panel hides and you're left with a selection hovering over the desktop that
cannot be cancelled
4. release selection and the selection creates a shortcut on the desktop

EXPECTED RESULT
1) panel should not hide until selection is released
2) selection should at least be cancel-able by hitting ESC
