Yep, that's how Neon works: you get an old Ubuntu LTS base, along with its old
apps (other than KDE software). If you want newer apps, you'll need to get them
from Snap or Flatpak. If you want newer apps to be packaged by the distro
itself, Neon may not be the right OS for you.
