Can reproduce in a fashion on the Quick Settings KCM:
1. Open Discover
2. Open System Settings
3. Navigate to another page in System Settings
4. Click the Home button
Discover's window is brought to the front (X11 only; won't happen on Wayland
due to bugs, but this nonetheless shows that Discover is being activated)
