SUMMARY
The "Spare layouts" function does not affect switching layout, it is as if it
were always disabled.
STEPS TO REPRODUCE
1. Check "Spare layouts".
OBSERVED RESULT
Switching layout is the same as with "Spare layouts" unchecked.
EXPECTED RESULT
With "Spare layouts" active, the main layouts are cycled with the shortcut and
the rest must be selected specifically.

Linux/KDE Plasma: openSUSE Leap 15.3
