Unfortunately, 1.9.4 (installed by kdiff3-1.9.4-windows-64-cl.exe) is still affected. Here are the steps to reproduce this problem even if your system is in English: 1. Create another user for test in your computer (so you won't mix up things in your main user profile which could be quite nasty ^_^ ) 2. Sign in to that user 3. Open Settings (in Windows 10, that's the "cog") > Language Settings 4. Open "Administrative language settings" 5.
