It does not switch desktops when scrolling with the mouse wheel. Turning from folder view to desktop view makes the mouse wheel work. So it was easy to reproduce for me. Only thing I can think off what could make a difference is the screen resolution: 3840x2160 60 Hz on a Samsung U28D590 connected via DisplayPort.
