My setup:
I have it setup as fallows, my "primary display" is connected to the 2nd dvi
port (DVI-I-2) of my video card. The one that's off is connected to DVI-I-1, i
never have set this one as my "primary display".

The issue:
I shutdown my pc, turn off the 2nd monitor (DVI-I-1) but left it plugged into
the video card. When i boot again and log in i get the desktop that belongs to
my 2nd screen, the one that is off  as my "primary display".
On System Settings > Display and monitor i see that both monitors are detected,
even though one of them is off and that my "primary display" (DVI-I-2)  haven't
changed.

I have to restart plasma (kstart plasma-desktop) in order to get thinks right.

Reproducible: Didn't try

Steps to Reproduce:
1.Set (DVI-I-2) as primary display.
2.Turn off your PC, turn off the monitor on (DVI-I-1) and leave it plugged.
3.Reboot and log in.
