KWin scripts used to be configurable by adding a .desktop file in
/usr/share/kservices5/; however, this is no longer the case in Plasma 5.24.

STEPS TO REPRODUCE
1. Add any KWin script to the system
2. Link the desktop file in the KWin script directory to either
/usr/share/kservices5 or ~/.local/share/kservices5
3. Open System Settings>KWin Scripts>Click the 'configure' button on the script
OBSSystemRESULT
A dialog appears, "Plugin does not provide the configuration file in the
expected location."
EXPECTED RESULT
The configuration dialog is displayed.
