I am using a custom symbols-file in /usr/share/X11/xkb/symbols/ based on the us intl layout which is working as expected but in Plasma. I put the Hyper_L symbol to all eight levels of caps lock. It automatically works the same as Meta (aka Super, not Alt!) does but adding new shortcuts does not work.
