Hi Nate, thanks for getting back.

"Does it affect only widgets on the desktop, or also the popups for widgets"

Im not sure what you mean with popups for widgets, if you mean what happens,
when I hover my mouse over, say, my volume next to the clock, then yes, these
things are not blurred.

"Does it reproduce on Wayland too? I cannot reproduce on Wayland."
Correct, on Wayland the widgets do blur correctly, just not under X11.
However, what I described above about hovering my mouse over items in the
taskbar is still correct. These things do not blur.

"Are you using any non-default themes?"

No. I tested with Breeze light and dark, as well as with the theme that came
with my distro (Tumbleweed).

Additional thing I discovered:
At least when using Wayland (didnt test under X), when there is an icon under a
widget, it does not blur the icon, but only the wallpaper. I dont know if thats
intentional, but I expected it to work differently, as in that the blur is
applied to the widget, no matter whats below it.
Also, as stated above, the "edit bar" at the top when in edit mode is not
blurred (in both X and Wayland), but I remember it was in past releases.
