I was playing with the focus window behavior and noticed that the "Focus
stealing prevention and the tabbox (Alt+Tab) contradict the policy and will not
work" is not applied correctly.

When I change my mouse focus to a conflicting type and hit apply, I expect the
task switcher tab/pane to be disabled.  It however is still active.  When I
close the settings window and re-open it, the task switcher tab/pane is
correctly disabled.

Conversely, when I change my mouse focus to a non-conflicting type and hit
apply, I expect the task switcher tab/pane to be enabled.  It also requires me
to reopen the settings window for the "re-enable" to take affect.  

Reproducible: Always

Steps to Reproduce:
1. Change Window Behavior Focus policy from conflicting to non conflicting or
vice versa
2. Apply changes
3. Look at the task switcher panel.  It is not enabled/disabled correctly till
the setting window is reopened.

Actual Results:  
The task switcher panel is not updated till the settings window is reopened

Expected Results:  
The task switcher panel should be updated directly after the settings in Window
Behavior are applied
