I too see this issue
from /etc/os-release

`upower -d` correctly shows the battery state and charge level.
`tlp` seems to be installed but I have never run it manually before, not sure
if it runs automatically.
$ systemctl status tlp
○ tlp.service - TLP system startup/shutdown
Loaded: loaded (/usr/lib/systemd/system/tlp.service; disabled; vendor
preset: disabled)
Active: inactive (dead)
The CPU is Intel celeron, if it makes any difference being slower and all.
