I am on Fedora 35 with KDE 5.24.2
I have two monitors, connected to the same Graphic adapter (Radeon RX 580) and
they are utilizing one HDMI and one Display Port connection.
I disconnect (power off) my primary monitor and the other one remains as it
was.
When I power on again my primary monitor, all my monitors are as before except:

- No wallpapers, only black background on both but at some point the wallpaper
on the primary monitor will be visible again
- My secondary monitor (the one that I didn't power off) does not accept right
clicks on the desktop surface
- My primary monitor accepts right clicks on the desktop surface and I can open
the "Configure Desktop and Wallpaper" window. But when I do that, opens two (2)
to four (4)  Configure Desktop and Wallpaper windows, one above the other.
While these are opened I can see for a split second the wallpaper of my primary
monitor disappearing and reappearing.

One way to restore everything, as they were is:

Open the Display settings, disable and then enable again, the secondary
monitor. 
Then, everything will be fine, but while I can now open the "Configure Desktop
and Wallaper" window on my secondary monitor without any issue, if I try to
open it on my primary monitor, immediately I am back to as if I had
disconnected the primary monitor situation, which means:

- No wallpapers, only black background on both but at some point the wallpaper
on the primary monitor will be visible again
- My secondary monitor (the one that I didn't power off) does not accept right
clicks on the desktop surface
- My primary monitor accepts right clicks on the desktop surface and I can open
the "Configure Desktop and Wallpaper" window. But when I do that, opens two (2)
to four (4)  Configure Desktop and Wallpaper windows, one above the other.
While these are opened I can see for a split second the wallpaper of my primary
monitor disappearing and reappearing.

The only real solution is to log off and log on again to my Desktop
