BorderlessMaximizedWindows can be set in ~/.config/kwinrc, but is not
accessible from the graphical system settings interface. This makes it
effectively undiscoverable unless explicitly and successfully googled for, and
even then some users might feel uncomfortable editing config files. Since I
repeatedly see people asking about it, it might be worth exposing this option
in the system settings.
