I talked to a maintainer, I quote: "it could be something to do with the initialization order/timing of the video drivers. I.e. kwin checks on startup if the blur effect is available but the driver is not ready yet. In which case a kernel update could have fixed/changed something. " This would also explain, why it happened only after a cold boot, but not when I log out and log back in. For me, this problem is gone now.
