Made progress on this issue.
First I removed .share/kglobalshortcuts and rebooted. Alt+Tab, Meta+Tab, Alt+F2
started working again.
Then I looked to input settings and found that left ctrl was assigned to
"Switch to another layout":

Deselecting it solved all other Ctrl+* shortcuts.
The last shortcut that needed a fix was combination for tacking screenshot that
was not assigned.
Now seems all fine.
