I had the same issue, but in my case it was a user error.
While migrating my home folder to another OS installation, I accidentally break
the `~/.local/share/Trash` folder: its contents became incomplete, and some
files there ended up being owned by the `root` user.
Simply removing `~/.local/share/Trash` and restarting Dolphin fixed the issue
for me.
