I'm having a similar issue where I can't navigate to System Information using
only arrow keys. On my system the System Information heading is the final
heading.
I think it's impossible to navigate to items that aren't initially visible. So
if the settings window has a small enough geometry such that a scrollbar is
required, then the hidden icons are inaccessible. This is based on the settings
window's initial geometry -- resizing it does not fix the issue, but resizing
it and restarting the settings app does fix the issue.
