The popup has a "pin" button in the top-right corner you can use for this.
Click it while the popup is open and it'll stay open until you explicitly close
it. I think that's good enough. And anyway, we wouldn't be able to implement
your proposal because it would require opening the menu on press, rather than
on release, and in general making keyboard shortcuts activate on release rather
than press is desirable for a number of reasons.
