Can reproduce. Looks like maybe something got reversed in the recent panel
refactor, and now popups are transparent when there are any maximized windows,
and opaque when there aren't. It should be the other way around.
Interestingly enough panels themselves are fine; it's only panel widgets'
popups that are affected.
