Those would be questions for Neon's developers.

Because Neon wants you to use pkcon instead. :)  You should listen to it and
use the tools that are officially supported by your distro. If you find that
you're dissatisfied with the packaging decisions and/or package management
tools for your distro, that may be a sign that you would be better suited with
another distro.
