That was one of the big reasons we decided to hide this KCM--to avoid exposing features that are known to be broken, and that can't easily be made to work anytime soon given the fundamental architecture of Wayland. Sending dbus commands is something you can do in a more awkward way with the Shortcuts page. You can add global shortcut to execute a script file that runs `dbus-send [whatever]`.
