This is rare. I'm have been using Steam with plasma 5.24.x and now 5.25.0.
I don't have this issue. The active window goes to full screen and other doesnt
change at all.
However I use always the external mornitor for playing.
my setup is
Kubuntu 21.10
Plasma 5.25.0
X11
Nvidia GPU.
