Nate's comment about WirePlumber piqued my interest, and replacing the "pipewire-media-session" package with "wireplumber" fixed my issue. The volume stays where I set it when the track changes, manually or otherwise. I also noticed that the "pipewire-media-session" project on the FreeDesktop GitLab states "Note that we recommend the use of WirePlumber instead."
