Can you try setting KDEV_CLANG_BUILTIN_DIR to something like KDEV_CLANG_BUILTIN_DIR=/snap/kdevelop/current/usr/lib/llvm-11/lib/clang/11.0.0/include ? Or what else does file parsing refer to?
