You don't need to set the environment variable, you can also enable internal
debugging in the digiKam settings under Miscellaneous-> System and restart
digiKam.

But there is only one explanation for the behavior, the folders
C:\Users\patri\Pictures\* no longer exist or digiKam has no read permission.
The albums were removed from the database by digiKam because they are local
collections, which are always expected to be available.

I suspect no bug in digiKam.
