I guess this bug consists of two parts:
1. Global Menu applet only follows tasks on a screen that its on (not a bug but
a feature, see BUG 420418 for more).
2. Global Menu does not always reset properly after switching to another
virtual desktop / monitor / activity etc. Hopefully, this part is going to be
fixed by https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/2157
