This is known and fixed in 22.08. Once you open a few files, that file you
deleted builds up again and starts slowing you down. I assume you open *a lot*
of files.

For the second, I assume you mean "Document Preview" plugin. And for e.g when
you open a markdown document, it shows you the preview for it. It is unlikely
that this has any affect on startup. Especially because removing the xbel fixed
it, so it's I am 99% sure the bug is with reading that file.

For now, I would suggest you to keep removing that file periodically. With
22.08, this problem is fixed but if you still face it, please reopen the bug.
